When the ground closure is closed (triggered by an alarm) that pin becomes a ground point and completes a circuit. When the ground closure is open (not being triggered by an alarm) it is a floating node which prevents a circuit from forming. If it were set to logic low it would be the same as a ground but 10 volts lower.
