Does the AWG400 series+ AWG500 series+ AWG610 and AWG710 have region shift functionality as the AWG2000 Series arbitrary waveform generators?

The AWG2000 series region shift function allows the user to shift portions of the waveform in time in increments far less than a sample interval. The same functionality is there in the AWG4/5/6/700 series products, it's just part of the "Quick Edit" features. Specifically, the "Horizontal Offset" is the equivalent of the region shift on an AWG2000 Series.
