Up to 10A, and a few amperes/second, in time frames of many milliseconds, a digital multimeter, such as the Keithley Model 2000 or 2001 is best. If lower currents and faster speeds are involved, the Model 428 Current Amplifier, with response time to 2 microseconds, is best.
